Check to see that the generator for the engine is off
Check to see that your physical throttle is at 0
Move throttle to 100% then back to 0%
Ensure fuel boost pumps are set to on
Turn off Engine generators
See section "Engine Flooded"
Ensure INS lock is complete in CDU prior to pressing NAV button or EGI
Should read 4.0 0.8 on the display
Ensure that you do not move the plane while INS lock is being performed
Ensure the 4-hydraulic switches are turned on that are left and forward from the throttle
Turn off engine
Set Engine to "Motor" (in front of throttle in cockpit) to purge fuel from engine
Wait for 30 seconds
set Engine to "Normal"
Start engine as normal
Disable force feedback under Options -> Misc
Disable force feedback under Options->Misc
Ensure EAC is engaged
This has been experienced when there is not enough time from releasing the release button to extend button.
It seems that if the time between the two button states is too short, DCS ignores the release of the Extend and keeps the trying to extend the speed brake.
